9. Everything you need to know about the latest changes to non-urban metering rules

Irrigation Australia continues to work closely with the NSW Department of Climate Change, Energy, the Environment and Water to ensure the irrigation industry stays informed and prepared for regulatory changes. As part of this ongoing consultation, we want to update you on important modifications to the non-urban metering rules under the Water Management (General) Regulation 2018. These changes are designed to make compliance quicker, easier, and more cost-effective for most water users.


The key updates include:

  • Mandatory telemetry and local intelligence devices for larger groundwater users to enhance real-time data collection
  • More flexible metering options for smaller water users, reducing costs and complexity
  • Exemptions for low-risk water users with entitlements under 15ML
  • Extended compliance deadlines for large coastal water users and smaller water users
  • Longer revalidation timelines for metering equipment, reducing administrative burden
  • A clearer classification system to improve identification of which water supply works require metering
  • Plans to expand the Duly Qualified Person (DQP) workforce, allowing skilled tradespeople like plumbers and electricians to install meters with suitable additional skilling
  • Small works metering exemptions across all groundwater sources, with continued mandatory recording and reporting of water take
  • Storage metering options for unregulated access licence holders taking overland flow
  • Practical changes to floodplain harvesting measurement rules, including buffer zones and clearer measurement periods for irrigation

These non-urban metering rules have been redrafted into the proposed Water Management (General) Regulation 2025, which is currently open for public exhibition. While the updated version aligns with current legislation drafting practices, the intent of the provisions remains the same.

10. Managing mental health this Autumn

As the days shorten and autumn sets in, workers in the irrigation and agricultural sectors may notice shifts not only in their environment but also in their mental well-being. Changes in season can significantly impact mood, energy, and motivation, often heightening anxiety and fatigue. Although Seasonal Affective Disorder (SAD) is commonly linked to winter, autumn can similarly trigger mental health challenges, particularly for those in isolated rural roles with demanding workloads.

Seasonal challenges in the irrigation sector add pressures which can greatly increase workload and stress, sometimes leading to burnout. Reduced daylight, isolation, and unpredictable schedules compound these effects. Recognising and openly addressing these psychological challenges is essential for individual well-being and workplace safety.

Promoting Mental Health and wellbeing in rural workplaces can be limited, making community support essential. Organisations like TIACS (This Is A Conversation Starter) offer free professional mental health services via phone and text, specifically tailored for rural and trade industry workers. Employers also have a legal obligation under Australian Workplace Health and Safety (WHS) laws to manage psychological risks, including workloads, isolation, and workplace culture.


Employers can support their teams by:

  • Conducting regular mental health awareness training
  • Offering flexible work arrangements
  • Promoting open communication to normalise mental health discussions
  • Providing access to Employee Assistance Programs (EAPs)


Practical steps to support mental health

  • Maximise exposure to natural light: Daylight exposure helps regulate mood and sleep patterns
  • Stay connected: Engage socially through community groups, sports clubs, or informal workplace conversations
  • Monitor workload: Watch for burnout signs and encourage proactive fatigue management
  • Normalise conversations: Foster a workplace culture that encourages seeking help
  • Seek professional support: Access specialised resources like TIACS when needed

Just as leaves don’t always fall as expected, mental health challenges can arise unpredictably. Proactively managing and openly discussing mental health ensures better outcomes for individuals and the industry this autumn.

12. Donald Punch appointed as Western Australia’s new Minister for Water

In a recent Cabinet reshuffle, Premier Roger Cook announced the appointment of Hon. Donald (Don) Punch MLA as Western Australia's new Minister for Water. This move is part of the Cook Government's strategy to bolster its leadership team and address the state's evolving needs.  

Don Punch brings a wealth of experience to his new role. Since 2017, he has served as the Member for Bunbury in the Legislative Assembly, representing the Australian Labor Party. His previous ministerial responsibilities include Regional Development, Disability Services, Fisheries, Seniors and Ageing, and Volunteering. Minister Punch's extensive background in regional development and public service positions him well to tackle the challenges and opportunities in Western Australia's water sector.

The new Cabinet, including Minister Punch, was officially sworn in at a ceremony at Government House on March 19, 2025.
