8. Jobs and Skills Australia unveils key report on food supply chain workforce

Jobs and Skills Australia has released An Essential Ingredient: The Food Supply Chain Workforce, a report addressing workforce challenges and food security. It provides eight actionable recommendations, including improving tertiary education, investing in veterinary and biosecurity pathways, addressing worker exploitation, enhancing the PALM scheme, reforming labour hire practices, supporting apprenticeships, better workforce planning, and tackling regional barriers.

The report emphasises the importance of work-based learning, such as apprenticeships and traineeships, and highlights food production’s critical role in regional Australia, where the Broadacre sector alone employs 117,000 workers. However, challenges like housing and access to services require coordinated government solutions.

Developed through industry consultation, the report underscores the need for skilled, adaptable workers to sustain Australia’s food supply chain and ensure economic resilience.

A webinar discussing the report’s findings will be held on Friday, 31 January 2025, from 2:00 to 3:00 pm AEDT.

Register here or email WorkforceFuturesStrategy@Jobsandskills.gov.au for more information.

9. Clear processes – Keeping it simple while staying compliant

In the world of training there needs to be clear processes, these are essential for a safe and compliant training environment. A key component is the Safe Operating Procedure (SOP). Whether you’re a student undertaking your first course post school or a worker refreshing skills, understanding where an SOP fits within legislation is crucial.

A Safe Operating Procedure (SOP) is a documented set of step-by-step instructions that outline how to perform tasks safely and consistently. SOPs comply with WHS legislation by identifying risks, implementing controls, and ensuring workers are trained in safe practices. Training often takes place in the workplace by co-workers, this is where the SOP stands alone when it comes to the safety of those new to the task or piece of equipment that they are being trained on.

Why are SOPs important?

Compliance with Legislation: WHS laws require workplaces to minimise risks. SOPs help organisations proactively manage hazards, including physical and psychosocial risks.

Standardisation: SOPs ensure consistency, reducing errors, accidents, and mental strain.

Training Resource: SOPs provide clear guidance on safe work practices, including mental health considerations.Legal Protection: Documented SOPs demonstrate compliance and risk management.

SOPs in WHS Legislation

SOPs form part of WHS regulations and the hierarchy of controls. They fall under “administrative controls” by providing clear task implementation instructions while complementing other safety measures, such as PPE and other workplace policies.

Developing and using SOPs: A step-by-step checklist

Step 1: Identify the task

  • Determine the task and break it into distinct steps.
  •  Consider both physical and psychosocial risks. (e.g., workplace stress, bullying, and harassment)

Step 2: Conduct a risk assessment

  • Identify hazards, including all those situations that may cause stress.
  • Assess risks and determine appropriate controls.

Step 3: Involve stakeholders

  • Consult workers and subject matter experts.
  • Make sure it is useful and covers all necessary details.

Step 4: Draft the SOP

  • Use clear, concise language.
  • Include:
    • Purpose: Why the SOP is necessary.
    • Scope: Who and what it applies to.
    • Steps: Instructions for safe execution.
    • Hazards and Controls: Risks and their management.
    •  PPE and Support Requirements: Protective equipment and mental health resources.

Step 5: Review and test

  • Review the draft with key stakeholders.
  • Test in a controlled setting to identify any issues.

Step 6: Finalise and approve

  • Adjust based on feedback.
  • Obtain approval from management, WHS officers and your team.

Step 7: Train workers

  • Provide training to the team based on the SOP.
  • Ensure workers understand each step and compliance importance.

Step 8: Implement and monitor

  • Put the SOP into practice.
  • Monitor effectiveness, including any mental health impacts caused through change.

Step 9: Review and update regularly

  • Periodically review the SOP.
  • Update to reflect changes in tasks, equipment, legislation, and emerging risks.

By following this checklist, workplaces ensure SOPs remain relevant, effective, and aligned with WHS legislation. Implementing well-structured SOPs not only improves safety but also fosters a healthier work environment, including mental well-being.

10. Checklist for identifying and managing mental health issues in the workplace

Mental health concerns, whether personal or work-related, can significantly impact workplace performance and safety. A structured approach helps create a clear pathway for managing and addressing mental health risks effectively. Implementing a step-by-step checklist ensures that employees receive the support they need while maintaining a safe and productive work environment.

To keep it simple we have adopted the SOP model with a step-by-step guide to manage Mental Health issues in the workplace. We spoke about what an SOP is all about and its importance in training and the workplace in the preceding article of this newsletter.

Step 1: Identify signs of mental health issues
  • Observe changes in behaviour, mood, or performance.
  • Look for signs of stress, anxiety, or burnout.
  • Encourage open conversations about well-being.

Step 2: Conduct a risk assessment for psychosocial hazards

  • Identify workplace factors contributing to stress (e.g., workload, interpersonal conflict, bullying, job insecurity).
  • Assess individual and team mental health risks.

Step 3: Provide support mechanisms

  • Establish Employee Assistance Programs (EAPs).
  •  Encourage peer support and mentorship.
  • Promote mental health training and awareness.

Step 4: Develop and implement SOPs for mental health management

  • Create clear guidelines for reporting and managing workplace stress.
  • Implement flexible work arrangements where necessary.
  • Encourage regular mental health check-ins.

Step 5: Train workers and managers

  • Provide training on mental health awareness and response strategies.
  • Educate managers on recognising and addressing psychosocial risks.
  • Encourage a culture of open communication and support.

Step 6: Monitor and review mental health initiatives

  • Regularly assess workplace mental health policies and their effectiveness.
  • Seek employee feedback on well-being initiatives.
  • Adjust strategies as needed to ensure continuous improvement.

Ensuring mental health concerns are addressed in the workplace is as crucial as managing physical hazards. By integrating mental health considerations into the SOP model, workplaces can foster a healthier, more supportive environment. Regular assessments, open communication, and structured support mechanisms are essential in maintaining employee well-being and productivity.
